France's Parliamentary Permacrisis: The Dawn of a Fresh Governmental Reality
Back in October 2022, when Rishi Sunak took over as the UK's leader, he became the fifth consecutive UK leader to occupy the role over a six-year span.
Unleashed on the UK by Brexit, this represented unprecedented political turmoil. So how might we describe what is unfolding in the French Republic, now on its sixth premier in two years – three of them in the past 10 months?
The current premier, the newly reinstated Sébastien Lecornu, may have gained a brief respite on Tuesday, abandoning Emmanuel Macron’s flagship pensions overhaul in return for support from Socialist lawmakers as the price for his government’s survival.
But it is, at best, a temporary fix. The EU’s second-largest economy is locked in a ongoing governmental crisis, the likes of which it has not witnessed for decades – possibly not since the start of its Fifth Republic in 1958 – and from which there seems no easy escape.
Governing Without a Majority
Key background: from the moment Macron initiated an ill-advised snap general election in 2024, France has had a hung parliament split into three opposing factions – the left, far right and his own centrist coalition – none with anything close to a majority.
At the same time, the nation faces twin financial emergencies: its debt-to-GDP ratio and budget shortfall are now nearly double the EU threshold, and strict legal timelines to pass a 2026 budget that starts controlling expenditures are nigh.
In this challenging environment, both the prime ministers before Lecornu – Michel Barnier, who served from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were removed by parliament.
In September, the president appointed his trusted associate Lecornu as his latest PM. But when, just over a fortnight later, Lecornu presented his government team – which turned out to be much the same as the old one – he faced fury from allies and opponents alike.
To such an extent that the following day, he resigned. After only 27 days as premier, Lecornu became the shortest-lived premier in modern French history. In a respectful address, he blamed political intransigence, saying “party loyalties” and “certain egos” would make his job virtually unworkable.
A further unexpected development: just hours after Lecornu’s resignation, Macron requested he remain for two more days in a last-ditch effort to secure multi-party support – a mission, to put it gently, not without complications.
Next, two of Macron’s former PMs publicly turned on the embattled president. Meanwhile, the far-right National Rally (RN) and leftist LFI refused to meet Lecornu, promising to vote down all future administrations unless there were early elections.
Lecornu stuck at his job, engaging with all willing listeners. At the conclusion of his extension, he went on TV to say he believed “a path still existed” to prevent a vote. The leader's team announced the president would name a fresh premier 48 hours later.
Macron kept his promise – and on that Friday reappointed Sébastien Lecornu. So this week – with Macron commenting from the wings that the country’s rival political parties were “creating discord” and “entirely to blame for the turmoil” – was Lecornu’s critical test. Could he survive – and is he able to approve the crucial budget?
In a high-stakes speech, the 39-year-old PM spelled out his budget priorities, giving the Socialist party, who detest Macron’s controversial pension changes, what they were waiting for: Macron’s flagship reform would be frozen until 2027.
With the conservative Les Républicains (LR) already on board, the Socialists said they would not back censorship votes tabled against Lecornu by the far right and radical left – meaning the administration would likely endure those ballots, scheduled for Thursday.
It is, however, far from guaranteed to be able to pass its planned €30bn budget squeeze: the PS explicitly warned that it would be demanding further compromises. “This,” said its head, Olivier Faure, “is only the beginning.”
A Cultural Shift
The issue is, the greater concessions he makes to the left, the more opposition he'll face from the right. And, similar to the Socialists, the conservatives are themselves split on dealing with the administration – certain members remain eager to bring it down.
A look at the seat numbers shows how tough Lecornu’s task – and longer-term survival – will be. A combined 264 lawmakers from the far-right RN, LFI, Greens, Communists and UDR want him out.
To succeed, they need a 288-vote majority in parliament – so if they can convince only 24 of the PS’s 69 deputies or the LR’s 47 (or both) to support their motion, Macron’s fifth precarious prime minister in 24 months is, similar to his forerunners, toast.
Few would bet against that happening sooner rather than later. Even if, by an unlikely turn, the divided parliament musters collective will to approve a budget this year, the outlook afterward look bleak.
So does an exit exist? Snap elections would be unlikely to solve the problem: polls suggest nearly all parties except the RN would see reduced representation, but there would remain no decisive majority. A new prime minister would confront identical numerical challenges.
Another possibility might be for Macron himself to step down. After a presidential vote, his successor would dissolve parliament and aim for a legislative majority in the ensuing legislative vote. But this also remains unclear.
Surveys show the future president will be Marine Le Pen or Jordan Bardella. There is at least an odds-on chance that France’s voters, having elected a far-right president, might think twice about handing them control of parliament.
Ultimately, France may not escape its predicament until its leaders accept the new political reality, which is that clear majorities are a bygone phenomenon, winner-takes-all no longer applies, and compromise is not synonymous with failure.
Numerous observers believe that transformation will not be possible under the country’s current constitution. “This is no conventional parliamentary crisis, but a crise de régime” that will endure indefinitely.
